What is non water soluable cutback adhesive?

I want to install some vinyl floring that comes in a big roll in my side entrance hallway in my house. I striped 2 levels of vinyl off the floor already and there is like a subfloor over the original floor of the house. I am wondering if i can poor this skin coat and patch mix over this subfloor instead of taring the whole floor out. I am about to attempt it but i am assuming that this non water soluable adhesive is what im poring it on but am not sure
