Which authority, if any, should be notified of the work slowdown at the Vancouver Public Library?

Librarian at VPL yesterday told me staff hasn't done any work at all to repair books/repkg CDs in Mends for nine months now - a matter of cutbacks, she asserted. Under this union contract, her tiny branch library the size of a kitchen is required to maintain no fewer than four employees at all times, including a reference librarian, and these people are all paid at least $60K a year. They certainly aren't busying themselves in cataloging, that's for sure, and most branches have made the move to self-serve. One of my CDs that arrived on hold was withheld at the last minute b/c it requires a new case, which somehow will take WEEKS to effect! What's the fastest and most effective way to compel a review of this insouciance and compel appropriate disciplinary measures as required? Taxpayers are certainly NOT getting our money's worth and there are legions of highly qualified unemployed workers who would be pleased to replace these characters.
