Which of these three points best describe how flawed the DREAM Act is?

The DREAM Act is hardly going to draw more people from Mexico, and not passing it won't make people turn around and go home. People come here for economic benefits. The only way to stop it is to raise unemployment levels and reduce wages to the same rates that exist in developing nations, or raise those countries up to our levels. Barring those two possibilities, there is nothing you can do to stop illegal immigration.
